Grand Strand legislators are hoping to revive the point-of-sale bill that failed to pass the S.C. Senate this week, which has left Horry County schools relieved and Realtors disappointed.

The bill would repeal the point-of-sale provision created by a 2006 tax law, which uses the price of a property when it is sold to determine the value of the property for tax assessments.

A compromise - negotiated between cities, counties and the S.C. Association of Realtors, which wasn't passed this week - would have suspended the point-of-sale assessment on commercial and investment property in 2010. That would mean any person buying those types of properties would be taxed at the current assessed value, rather than the assessed value at the time of the purchase. After 2010, commercial and investment properties would be taxed at 80 percent of its assessed value at the time of the sale.

After two years of “steadily dismal” national home price declines, a report from Clear Capital, Truckee, Calif., suggests a more positive outlook for 2010.
The latest Clear Capital Home Data Index Market Report released this morning shows national quarterly home price gains of 1.7 percent, with all four regions showing improvement. Year over year, home prices posted a price change of -1.3 percent, a substantial improvement over 2008’s -20.4 percent change.
Additionally, the report said the national REO saturation rate fell by nearly 16 percentage points in December from the beginning of the year, to 25.5 percent.
“Home buyer credits mixed with low interest rates have helped return homebuyers to the marketplace,” the report said. “At the same time, loan modification programs have helped regulate the new supply of distressed properties. Throughout 2009, these factors contributed to the national REO saturation rate dropping, helping to drive prices up during the summer months and stabilizing home prices.”
Regionally, home prices gained strongest in the Midwest, 4.1 percent. The South and West each recorded gains of 1.2 percent; the Northeast saw a 0.4 percent gain.
At the Metropolitan Statistical Area level, Detroit--a market that really had nowhere else to go but up--once again led highest-performing markets, showing a 17.4 percent gain. Overall, Clear Capital said MSA home prices continue to improve, with seven of the 15 highest-performing markets posting positive yearly gains; last year at this time, just one market returned positive year-over-year marks.
Another market, Las Vegas, turned in its first positive quarterly price gain in more than three years, gaining 1.1 percent. Clear Capital noted that while its yearly price decline (-27.4 percent) remains high, Las Vegas is “showing signs of transitioning from home-price freefall, to more traditional trends.”

7 Tips for Consumers Preparing to Purchase a Home

If you are preparing to purchase a home, check out these 7 tips provided by Rismedia.com.
1.) Learn about first-time home buyer programs. Consider taking a first-time home buyers course or visit with your local banker to find out about programs available to you, such as the federal $8,000 first-time home buyer credit for 2009 home purchases.
2.) Get pre-approved. Know the difference between "pre-qualified" and "pre-approved." Getting pre-qualified is a casual process where the lender tells you how much you should be able to borrow based on how much money you make, how much debt you have, and how much you have to put down on a house. Pre-approval occurs only after you actually apply for the loan and the lender gives you in writing the amount you can borrow. A buyer who is pre-approved is more attractive to sellers and their agents than one who is only pre-qualified. Once you find a mortgage that is best for you, get pre-approved before you start making offers on a home.
3.) Be honest with the lender and yourself. You don't want to borrow more than you can afford. Your bank can provide a calculator to determine if you can afford to borrow and if so, how much. The American Bankers Association has several home financing calculators available here.
4.) Look at the basics of the loan. Don't get distracted by all the bells and whistles. Choose the type of loan that makes the most sense for you.
5.) Know your credit situation. Obtain a copy of your credit report and FICO score or VantageScore at least six months before you apply for a mortgage. This should give you enough time to challenge and remove any errors on your credit report and take care of anything that's hurting your credit score. To obtain a free copy of your credit report, visit www.annualcreditreport.com.
6.) Consider all the costs. A lender will review costs like fees, closing costs, points, homeowner insurance, and taxes. But consumers should also consider repairs and maintenance costs. As a homeowner, you are responsible for those additional costs - there won't be a landlord to call.
7.) Organize your finances before you go to the bank. While each bank may require different documentation, at a minimum you will need:
-pay stubs
-tax returns
-financial statements (one that is less than 60 days old)
-copies of additional monthly payments such as car loans, credit cards, student loans, etc.
-any additional information (such as proof of additional income) that you think will help your banker to positively evaluate your credit request.
